INTERNATIONAL DECLARATION ON ETHICAL NUCLEAR DISARMAMENT AND UNIVERSAL RESPONSIBILITY

Recalling the purposes and principles of the Charter of the United Nations, particularly the commitment of all Member States to maintain international peace and security, to refrain from the threat or use of force, and to resolve disputes through peaceful means,
Recalling further international legal and normative frameworks related to nuclear governance, including global commitments toward non-proliferation, disarmament, and the prevention of catastrophic harm to humanity and the environment,
Recognizing the catastrophic humanitarian consequences experienced by affected populations due to nuclear weapons use and testing,
Recognizing that nuclear weapons constitute one of the gravest existential threats to humanity, possessing the capacity to cause irreversible destruction to human life, ecological systems, and the continuity of all living and non-living existence,
Affirming that the continued existence and potential use of nuclear weapons fundamentally contradict the principles of humanity, moral responsibility, and the collective right to peaceful existence,
Recognizing that global security cannot be sustainably maintained through fear, deterrence, or unequal concentration of destructive power,
We hereby affirm that the pursuit of a nuclear-free world must be guided by ethical consistency, universal responsibility, and adherence to international law.
The principle that nuclear weapons should not proliferate must be inseparably linked with a genuine, measurable, and time-bound commitment by nuclear-armed States to reduce and ultimately eliminate their arsenals.
No global standard can retain legitimacy if it is applied selectively.
A principle demanded of some must be upheld by all.
The responsibility to protect humanity from catastrophic destruction is not conditional—it is universal.
Ethical Consistency
All States must adhere to the same principles they advocate, ensuring that calls for non-proliferation are matched by verifiable commitments to disarmament.
Universal Responsibility
The duty to eliminate nuclear weapons is shared equally by all nations, with particular responsibility on those currently in possession of such weapons.
Time-Bound and Verifiable Disarmament
Nuclear-armed States must undertake transparent, measurable, and time-bound steps toward reduction and elimination of nuclear arsenals under international supervision.
Commitment to Non-Proliferation
All States must refrain from the development, acquisition, or transfer of nuclear weapons and related technologies for destructive purposes.
Adherence to International Law
All actions must align with the Charter of the United Nations, international humanitarian law, and relevant disarmament frameworks.
Protection of Humanity and Continuity of Life
Policy decisions must prioritize the preservation of human life, ecological balance, and the continuity of all forms of existence.
Ethical Governance (Aram-Based Principle)
Global governance must be guided by justice, compassion, accountability, and moral responsibility toward all beings.

• Establishment of independent international verification and accountability mechanisms to ensure compliance
• Periodic international review of disarmament commitments and progress
• Promotion of nuclear-free zones and regional confidence-building measures

• Encouraging inclusive participation of all Member States in multilateral disarmament dialogues without discrimination
• Encouraging the global scientific community to commit exclusively to peaceful and life-sustaining innovations
True leadership is not demonstrated through the accumulation of destructive capability, but through the wisdom and courage to renounce it.
Peace cannot be sustained through unequal standards of power.
It must be built upon fairness, mutual trust, and shared responsibility.
At this decisive moment in human history, the future of humanity depends on the choices made by nations today.
The continued reliance on nuclear weapons represents a path of risk, imbalance, and potential irreversible harm.
The transition toward ethical nuclear disarmament represents a path of responsibility, justice, and sustainable peace.
In alignment with the collective responsibility envisioned under the Charter of the United Nations,
It is therefore respectfully urged that all nations, particularly those in possession of nuclear weapons, commit to a universal, verifiable, and time-bound framework for disarmament, guided by the principles of equality, responsibility, and humanity.
The responsibility we carry today extends to safeguarding the rights and existence of future generations.
The future must not be governed by fear.
It must be guided by wisdom.
