1. CONSTITUTIONAL BASIS OF THIS SUBMISSION

This submission is placed before the United Nations through the
Constitutional authority of the President of India under:
• Article 51(c) – Duty of the State to promote international peace
• Article 51(d) – Respect for international law
• India’s obligations under the UN Charter
This appeal is civilizational, ecological, humanitarian, inter-species,
and peace-centric. It is not political.
VSJP embodies:
• Non-violence (Ahimsa)
• Inter-species justice
• Protection of living and non-living beings
• Peace without weapons
• Ecological and planetary continuity
• Digital democracy
• Universal dignity
This fully aligns with:
• UN Charter Article 1(1) – Peace & security
• UN Charter Article 1(3) – Human dignity
• UN Charter Article 55(c) – Respect for life & justice
• UN Charter Article 56 – Collective responsibility
• UN Charter Article 103 – Primacy of peace obligations

• Equitable geographical + functional + civilizational representation

4. Introduced the Non-Violent Food Principle
5. Introduced the Global Barter Peace Civilization
6. Introduced AI, Space, Ocean, Fire & Animal Constitutions
7. Promotes zero-violence economics
8. Advances inter-species ecological rights
9. Protects planetary continuity
10. Ensures peace for all beings
No current UNSC member represents:
• Non-violence
• Moral civilization
• Ecological continuity
• Inter-species dignity
• Non-living beings
• Zero-violence economics
Hence VSJP is required as a Permanent Civilizational Member.

4. PRECEDENT IN INTERNATIONAL LAW

• Non-state actors
• International political organizations
• Civil society groups
• Regional unions
• Observer states
• Humanitarian institutions (ICRC)
• ECOSOC NGO consultative bodies
Thus, VSJP’s inclusion is lawful and precedented.

5. FORMAL SUBMISSION & REQUEST

Respectfully submitted under Article 51(c) through
the President of India:
1. Initiate UNSC reform under UN Charter Articles 108 & 109
2. Establish a new category:
“Permanent Civilizational Member”
3. Include VSJP as the first non-violent, life-centric permanent member
4. Recognize VSJP as the moral guardian of:
Peace, Non-Violence, Nature, Continuity & Aram
5. Permit VSJP participation in all UNSC peace, humanitarian,
ecological & global-security deliberations

6. FINAL DECLARATION

VSJP is the world’s only political, moral, ecological,
and inter-species civilization committed to the peace, dignity,
and continuity of all living and non-living beings.
The Security Council must evolve for humanity to survive.
We call upon the UN Secretary-General and all Member States
to act with:
• Moral courage
• Constitutional integrity
• Ecological wisdom
• Humanitarian duty
Let the Security Council represent all beings,
not only powerful nations.
