I place this Declaration before the global public as a permanent statement of transparency, documentary continuity, authorship, responsibility and historical record.
The designations used with my name are directly connected with specific areas of my documented work, institutional responsibilities, philosophical contributions and continuing public-interest mission. Each designation is therefore to be understood in the context of the particular work, responsibility, institutional practice, philosophy and documented body of activity from which it arises.
For the avoidance of misunderstanding, I do not represent these designations as honours, diplomatic ranks or official titles conferred upon me by the Government of India, the United Nations or any other intergovernmental institution unless an independent official record expressly establishes such conferment.
This Declaration does not withdraw, abandon, waive, surrender, diminish, supersede or retrospectively alter any authorship, specifically defined historical-priority, intellectual, documentary or other legitimate claim associated with my underlying works.
Its purpose is to define, clarify, preserve and place on continuing public record the meaning, basis and documentary context of those claims.
The underlying works, their original dates, contents, documentary provenance and contemporaneous records remain the primary evidence by which their authorship, chronology and any specifically defined historical-priority claims are to be assessed.
I use the designation “Founder” in connection with my establishment and development of the Vishwa Shanti Janata Party (VSJP) and its peace-oriented, digitally connected institutional framework.
The organisation and the body of work associated with it have been developed around peaceful, democratic and public-interest engagement concerning peace, justice, human dignity, responsible technology and continuity.
My continuing objective has been to employ peaceful and democratic means to enable dialogue and participation beyond geographical boundaries concerning matters affecting our shared future.
I use the designation “Founder & International Leader” in connection with my founding role and the international and cross-border vision, mission, activities and public-interest engagement of VSJP.
Within this Declaration, “International Leader” identifies my organisational leadership within that international framework.
It is not presented as a diplomatic office, governmental position or intergovernmental appointment conferred by any State, the United Nations or another intergovernmental organisation.
My documented work seeks to use the internet as a democratic public space capable of transcending geographical boundaries and enabling peaceful participation, communication, dialogue and democratic engagement through digital means.
I use the designation “Founder of Digital Democracy” specifically in connection with the particular digital-democratic framework, institutional model, philosophy, practice and documented body of work that I have developed.
The framework with which this designation is associated is not limited to theoretical advocacy. It is reflected in a documented digital institutional practice developed and operated through the internet as its principal organisational, participatory and public-communication space, enabling peaceful engagement beyond geographical boundaries.
Where formal governmental, legal, archival or institutional procedures require the use of physical, postal or other official channels for submissions, correspondence or documentary preservation, the use of such external procedural channels does not, by itself, alter the underlying digital character of the institutional model.
This designation concerns my particular contribution and documented framework. It is not intended as a claim that every historical idea associated with electronic democracy, e-democracy or digital democracy originated with me.
My claim concerns the particular model, philosophy, institutional practice, implementation and documented body of work that I have developed and placed on public record.
My continuing public-interest mission is centred upon world peace, non-violence, justice, dignity, dialogue, peaceful coexistence and the peaceful resolution of differences.
I use the designation “Chief Ambassador of World Peace” in connection with this continuing peace mission and my organisational responsibilities.
Within this context, “Ambassador” expresses a peace-oriented representative responsibility associated with my own mission and organisational work.
It is not presented as a diplomatic ambassadorial rank accredited by a State or as an office conferred by the United Nations or another intergovernmental organisation.
I use the designation “Digital Father of the World” in connection with a broader and continuing philosophy embodied in my documented digital work and public-interest mission.
Through that work, I have sought to use the digital sphere beyond national and geographical boundaries as a common space for advancing:

The moral scope of this work is not confined solely to political boundaries, national interests or technological development.
It extends within my philosophical framework to humanity, other living beings, nature, emerging Artificial Intelligence, non-living existence and the wider continuity of existence.
Accordingly, “Digital Father of the World” identifies the relationship between my documented body of digital work and this broader philosophy of peace, Aram, justice, dignity, coexistence, responsibility and continuity.
It is not presented as an honour or title conferred by a Government, the United Nations or another international institution.
I use the designation “Digital Father of Artificial Intelligence” in connection with my documented digital, philosophical, constitutional and public-interest work concerning Artificial Intelligence, its relationship with humanity and existence, and the responsibilities arising from its development and use.
My approach does not regard Artificial Intelligence solely in terms of technological power, competition or commercial utility.
It places Artificial Intelligence within a broader framework concerning:

Its stated basis is my authorship, documented work and the moral-constitutional philosophy and framework with which that work is associated.

Questions of historical priority should therefore be determined by comparing the relevant evidence, including chronology, content, purpose, scope, conceptual architecture, provenance and documentary continuity.

It does not substitute the date of this Declaration for the original date of any underlying work, and it does not extinguish, replace or re-date any historical claim recorded in an earlier underlying document.
Later publication, republication, indexing, archiving, repository preservation or clarification should likewise be understood according to the evidentiary significance actually established by the relevant record.
My documented work is not limited to authorship, digital activity or public publication.
Where reflected in the relevant documentary record, certain international constitutional, humanitarian and public-interest proposals authored by me have also been placed before relevant institutions through peaceful, constitutional and institutional channels of the Republic of India, a Member State of the United Nations.
Such submissions have, where applicable, invoked the constitutional spirit reflected in Article 51(c) of the Constitution of India, concerning the fostering of respect for international law and treaty obligations, and, where relevant to the subject matter, Article 51(d), concerning the encouragement of settlement of international disputes by arbitration.
Certain proposals have accordingly been submitted through or placed before the Office of the Hon'ble President of the Republic of India for consideration and, where expressly requested, possible transmission or other appropriate consideration in accordance with applicable institutional processes.
Where supported by the corresponding documentary evidence, this constitutional and institutional pathway forms part of the provenance, chronology and procedural history of the relevant work.
The invocation of these constitutional principles records the constitutional context within which the relevant submission was presented. It is not asserted as independently creating an entitlement to presidential transmission, governmental adoption, United Nations consideration, deposit, endorsement or international recognition.
Nothing in this Declaration treats submission, governmental receipt, registration, administrative reference, acknowledgement, consideration or forwarding as equivalent to governmental endorsement, sponsorship, adoption, legal enactment, United Nations acceptance or international recognition unless independent documentary evidence expressly establishes the relevant status.
Each documentary event stands for what its evidence establishes—no less and no more.
My work and representations have been pursued through peaceful, democratic and constitutional means, with respect for applicable national law and the principles and purposes of international law.
My work draws moral and normative guidance from principles including:
International peace and security;
Peaceful settlement of differences;
Justice;
Human dignity and human rights;
Non-violence;
International cooperation;
Responsible development and use of Artificial Intelligence;
Environmental and ecological responsibility;
Peaceful coexistence; and
Responsibility toward present and future generations.
The principles of peace, justice, dignity, peaceful cooperation and responsible technological development form part of the broader normative context within which my work has been developed.
References in my documents to constitutional provisions, international law, the Charter of the United Nations, UNESCO principles or other international instruments identify the legal, ethical or normative foundations informing the relevant work according to their respective legal status.
Such references should be distinguished from claims of institutional endorsement.
Governmental receipt, administrative reference, archival preservation, DOI registration, repository publication, institutional communication, governmental forwarding, institutional consideration, formal recognition and legal adoption are distinct evidentiary categories.
Each should be described according to what the relevant documentary evidence actually establishes.
This distinction protects transparency, evidentiary accuracy and the integrity of the historical record.
My designations are connected to documented work, responsibilities, institutional practice and philosophy.
They are not used to manufacture governmental authority.
They are not used to falsely imply diplomatic status.
They are not used to falsely imply United Nations conferment or institutional endorsement.
They are not intended to erase, appropriate or diminish the legitimate work of any researcher, thinker, author, institution or organisation.
Where earlier work exists, it should be acknowledged accurately.
Where my work differs materially in purpose, philosophy, scope, content, constitutional architecture, institutional practice, chronology, provenance or documented pathway, those distinctions should likewise be acknowledged accurately.
Historical claims should be examined through evidence rather than assumption.
That standard applies equally to my own claims.
Acknowledgement that earlier work may exist within a broader field is not, by itself, an acknowledgement that such work is identical or materially equivalent to my specifically defined work.
Nor should such acknowledgement, by itself, be interpreted as a withdrawal, waiver, surrender, abandonment, diminution, narrowing or retrospective alteration of a specifically defined historical-priority claim concerning a materially distinct work, category, architecture or documented contribution.
