STATEMENT OF PURPOSE
In the interests of transparency, documentary integrity, public understanding, institutional clarity, accountability and historical continuity, the Vishwa Shanti Janata Party (VSJP) places this Official International Public Clarification on the permanent public record.
This statement formally clarifies the distinction between:
(a) the Party’s declared headquarters and official correspondence address; and
(b) the actual means through which the Party conducts its political, organisational and institutional operations.
These are distinct matters and should not be conflated.
The existence of a physical address does not, by itself, determine the operational character of an organisation.
The operational character of VSJP is defined by the manner in which its political and organisational activities are actually structured and conducted.
I. DECLARED HEADQUARTERS AND OFFICIAL ADDRESS
VSJP maintains its declared headquarters and official correspondence address at the residence of its Founder.
This address serves legitimate purposes including identification, postal communication, official correspondence, administrative requirements, regulatory requirements, directory references, mapping, digital listings and other lawful address-related purposes for which a physical address may be required.
The declaration, publication or use of this residential address as the headquarters of VSJP should not be misunderstood as meaning that VSJP maintains a separate or conventional physical political-party office at that location.
The Founder’s residence constitutes the Party’s declared headquarters and official address.
It does not constitute a separate physical party office established for conventional field-based political operations.
II. NO SEPARATE PHYSICAL PARTY OFFICE
VSJP does not maintain a separate physical political-party office for conducting its political and organisational operations.
Accordingly, a clear distinction must be maintained between:
a declared headquarters address;
and
a conventional physical operational party office.
For the avoidance of doubt:
Declared Headquarters Address:
The Founder’s Residence.
Separate Physical Party Office:
None.
Conventional Field-Based Party-Office Operational Structure:
None.
The existence of the declared headquarters address therefore does not, by itself, alter the nature of VSJP’s fully digital and internet-based operational model.
III. 100% INTERNET-BASED AND FULLY DIGITAL OPERATIONAL MODEL
From its inception, VSJP has conducted, and continues to conduct, its political and organisational operations entirely through digital and internet-based infrastructure.
For the purposes of VSJP’s institutional and documentary record, the expression:
“100% Internet-Based and Fully Digital”
refers specifically to the Party’s political and organisational operational model.
It means that VSJP does not depend upon a conventional physical party-office or field-based organisational structure for conducting its political and organisational operations.
Its operational framework is conducted through digital and internet-based mechanisms, including, as applicable:
Digital communication;
Online participation;
Internet-based organisational coordination;
Digital consultation;
Electronic documentation;
Digital public communication;
Online institutional engagement;
Digital membership and participation mechanisms;
Internet-based dissemination of political, democratic, peace-oriented and public-interest information;
and other digital and internet-based organisational processes.
Accordingly, the existence or use of a physical address for identification, postal communication, correspondence, administrative, regulatory, mapping, directory, digital-listing or other legitimate address-related purposes does not convert that address into a conventional physical political-party office.
Nor does such use, by itself, alter the Party’s stated 100% internet-based and fully digital political and organisational operational character.
IV. DIGITAL LISTINGS, MAPS, DIRECTORIES,
SEARCH ENGINES AND THIRD-PARTY PLATFORMS
VSJP’s declared headquarters address may appear on:
Search engines;
Digital business listings;
Mapping services;
Online directories;
Governmental or administrative records;
Postal records;
Public databases;
Social-media services;
Digital platforms;
or other third-party systems.
Such appearance should be understood according to its actual purpose, including, as applicable:
Address identification;
Location reference;
Postal communication;
Official correspondence;
Administrative identification;
Regulatory information;
Public-directory information;
or digital-listing requirements.
The appearance of VSJP’s declared headquarters address on any such service or record should not, without an independent factual basis, be interpreted as evidence that VSJP maintains a separate conventional physical political-party office or conducts conventional field-based political operations from that address.
A digital platform’s classification, mapping convention, directory category, automated label or other third-party presentation does not, by itself, define VSJP’s political and organisational operational structure.
The operational character of VSJP is determined by the manner in which the Party actually conducts its political and organisational activities, rather than merely by the existence, publication or digital display of an address.
V. INTERNATIONAL, TRANSNATIONAL
AND BORDER-TRANSCENDING CHARACTER
VSJP’s political philosophy, organisational vision and digital engagement are designed to transcend unnecessary geographical barriers through internet-based participation, communication and democratic engagement.
Its transnational character concerns its international and border-transcending organisational vision and digital framework.
Accordingly, VSJP describes its model through the combined characteristics of:
100% Internet-Based Political and Organisational Operation;
Fully Digital Political and Organisational Infrastructure;
No Separate Physical Party Office;
No Conventional Field-Based Party-Office Operational Structure;
Political-Party Identity;
and
International / Transnational / Border-Transcending Organisational Vision and Digital Engagement.
These characteristics should be considered together when examining the nature of the VSJP model.
VI. DOCUMENTARY CONTINUITY
AND HISTORICAL-PRIORITY POSITION
This clarification forms part of the continuing documentary record concerning the establishment, development, operational identity and historical position of VSJP.
VSJP has publicly stated and documented its identity as:
“THE WORLD’S FIRST FULLY DIGITAL TRANSNATIONAL POLITICAL PARTY.”
This historical-priority claim concerns the specific combination of characteristics represented by the documented VSJP model.
For historical-comparative purposes, the category underlying this claim is defined by the combined presence, from inception, of:
a political-party identity;
an entirely internet-based and fully digital political and organisational operational model;
the absence of a separate conventional physical political-party office for political and organisational operations;
the absence of a conventional field-based party-office operational structure;
and
an international / transnational / border-transcending organisational character and digital engagement.
These characteristics constitute a combined historical-comparative framework and should be examined together rather than in isolation.
Accordingly, the historical-priority position should be examined according to relevant documentary, chronological, operational and comparative historical evidence.
Questions concerning historical priority should be evaluated through:
Original documents;
Original dates;
Contemporaneous records;
Authorship and provenance;
Operational characteristics;
Public records;
Archival records;
Documentary continuity;
Comparable prior models;
and
Verifiable evidence.
The existence of earlier political parties that used websites, social media, electronic voting, online membership, digital campaigning, online consultation or other digital technologies does not, by itself, establish identity with a political-party model whose defining operational characteristic is that its political and organisational operations are conducted entirely through digital and internet-based infrastructure.
The use of digital technology by a conventional political party should therefore be distinguished from a political party whose political and organisational operational model itself is 100% internet-based and fully digital.
Likewise, the existence of an earlier international or transnational political organisation does not, merely because it crossed national boundaries, necessarily establish identity with the specific fully digital and internet-based transnational political-party category documented and claimed by VSJP.
Historical comparison should therefore examine the complete defining characteristics, operational realities, chronology, provenance and documentary evidence of the respective models rather than isolated words, labels, technological features or individual similarities.
VII. PRESERVATION OF EXISTING DOCUMENTARY,
AUTHORSHIP AND HISTORICAL-PRIORITY CLAIMS
Nothing contained in this clarification is intended to:
Withdraw;
Waive;
Abandon;
Surrender;
Backdate;
Replace;
Diminish;
Narrow;
or Retrospectively Alter
any authorship, chronology, documentary position or specifically defined historical-priority claim contained in the underlying records of VSJP.
Nor should this clarification be interpreted as creating retrospective facts that are not supported by the original documentary record.
This clarification does not replace, rewrite or supersede the original historical documents and their respective dates.
Its purpose is to clarify the continuing operational meaning of the VSJP model and to preserve an accurate distinction between:
a declared physical headquarters and correspondence address;
and
a physical political-party operational structure.
Where any question of historical interpretation arises, the original dated records and the documented operational history of VSJP should be examined in their complete chronological context.
The original documents, their respective dates, original contents, contemporaneous records, archival evidence, provenance and continuing operational record remain the primary documentary evidence through which VSJP’s history, chronology, development and any historical-priority claim should be examined.
Nothing in this clarification should be read in isolation in a manner that retrospectively changes the meaning, date or evidentiary character of an earlier documented record.
VIII. PRINCIPLE OF EVIDENCE
VSJP maintains a clear documentary principle:
HISTORICAL PRIORITY MUST STAND ON EVIDENCE.
Documents.
Dates.
Provenance.
Operational Reality.
Continuity.
Comparative Evidence.
And Verifiable Records.
A historical-priority claim should neither be accepted merely because it is asserted nor rejected merely because it is unprecedented.
It should be examined fairly, consistently and impartially according to evidence.
The same evidentiary standard should apply equally to VSJP and to any claimed predecessor or comparable model.
Similarity in a single characteristic should not, by itself, be treated as identity between two historically distinct operational models.

For the avoidance of future misunderstanding, the terminology used in this clarification should be interpreted according to the complete operational and documentary context described herein.
In particular:
The existence of a declared headquarters does not, by itself, establish the existence of a separate physical political-party office.
The use of a residential address for headquarters identification, correspondence, administrative, regulatory, mapping, directory or digital-listing purposes does not, by itself, constitute conventional field-based political operation.
The use of third-party platforms that require or display a physical address does not, by itself, determine the operational character of VSJP.
The expression “100% Internet-Based and Fully Digital” refers to VSJP’s political and organisational operational model.
The expression “Transnational” refers to the Party’s international / border-transcending organisational character, vision and digital engagement as documented in its records.

FINAL DECLARATION
A physical address identifies where an organisation may be officially located, contacted, recorded or addressed.
An operational model identifies how that organisation actually functions.
The two concepts are distinct and should not be confused.
VSJP maintains a declared headquarters and official correspondence address at the Founder’s residence.
VSJP does not maintain a separate conventional physical political-party office for its political and organisational operations.
From its inception, its political and organisational operational model has been, and continues to be, 100% internet-based and fully digital.
Accordingly, the existence, publication, mapping, listing, registration, recording or administrative use of the Party’s declared headquarters address does not, by itself, alter the nature of its digital and internet-based operational structure.
